what does larger wheels in diameter do to a car, and what about cars with wider tyres?

Greater the diameter the faster you can go but the worse your accelleration, this only works so far though as the engine can still only put out the same amount of power and it takes more to move a larger object. The wider the wheel the greater the traction so improved cornering and acceleration. It does also reduces miles per gallon and top speed as there is more resistance from the road.

Wider wheels are more stable. The consequence of enhanced stability is that the steering effort in increased when turning.

Larger diameter wheel, well the main effect is a function of the change of the tire diameter, if there is any. If you keep the diameter of the tire the same, but have a bigger wheel, then the tire is thinner, and thus less likely to deform laterally under cornering, and that should improve control. But with less sidewall height to deform, the ride is harsher.
If the overall tire diameter is changed, then evidently a lot of things would change: the power/torque characteristic is evidently changed (and you speedometer and distance indicator are not reading true values anymore).

Wider tires just mean more surface area for traction, It can also add to the weight. Changing the size of the wheel can alter its performance. exampale the speedometer is set for the factory size wheels. If you go smaller the speedometer will be faster than what your really going

A mate of mine put wider tyres on his truck and the petrol mileage ratio decreased quite a bit. His truck started burning more petrol.

Larger diameter wheel will increase your top speed and decrease your acceleration.
Wider will give you better traction.
