im using a memorex 700mb cd thats blank and i need to know of a program that transfers files to it

You need to have a CD-RW drive on your computer (if your computer is 2002 or newer, it will... and/or it should say it on the front of your CD-Rom drive). If you do not have a CD-RW drive (really old computers or cheap computers don't have CD-RW drives), you will not be able to "transfer" (burn) files to it at all. If you do have a CD-RW drive, just not know how to burn files to the CD, go to www.download.com or some site like that and download NERO, it's a CD-burning program and follow the directions.
