In the US, they're open. Overseas, just go to the website of the exchange you're interested in and check their calendar.

The New York Stock Exchange is open on Monday October 9. For other markets, their web sites should have holiday schedules available.

Yes, the markets are open that day, but the trading volume will be much less than usual.
