Clear coat is top coat in a Basecoat/ Clearcoat paint system. Most cars today have this type of paint on them. The base is the pigmentation, or color you normally see when you look at a car's paint, the Clear is what's on top and gives it the shine or depth. It acts as a protectant for the base from the sun, and bruises to your car. That's like when you get a scratch, but it's not deep, it can sometimes be buffed out if it's only in the "Clear coat". "Clear" is nomally clear, but it can be tinted for a different effect. Some paint jobs that seem to change colors do this because the clear is tinted a different color from the base.

Clear has been used for century's to protect oil paint or lacquers. China many century's ago used lacquers in layers to get build up of paint so they can polish down to a shine. With clear coating you protect the color and get the highest shine with out as much polishing.
Modern cars have metal etch, primer, sanding sealer, and color paint, and clear coating.
Custom show cars used to boast of thirty coats of hand sanded lacquer paint. Today we know all that thinner into the air is pollution. Think of paint as colored sand applied to the metal with paint thinner. Rough and after leveling with sand paper ready for more coating, sanding until completely covered.
