IF you're talking about reducing a polar coordinate vector to rectangular coordinates, it's
x = r*sin(Θ)
y = r*cos(Θ)

The equation is determined by the problem. If a bullet is fired at a 27 degree angle with velocity V0, then Vy is V0*sin(27). If you have a block on a plane at a 15 degree angle, then Vy wil depend on coefficients of friction, conservation of energy, etc.

Basically, your question is WAY too generic.
