It's called dirt. It's likely your air has a high dust content. Changing your furnace filter more frequently may help. It's possible that it may be some sort of mold. In that case, try using a 1/3 bleach, 2/3 water mixture to sterilize the surface.

it's either mold, from high humidity or something that is in the air, here people burn coal in winter and black film gets on a lot of things, since you are so far south i'd bet on the mildew from the humidity. Wipe with bleach to prevent from returning so soon.

it's mold from condensation.
use a mild solution of bleach and water when you wash your plastics... it'll hold the mold at bay.
