I think you meant to say "world record."

Depends on the activity. Usually it's some kind of official body that tracks official records. There are committee that deal with Scrabble, Rubix Cube, Frisbees and gold-fish. There's even a committee that tracks of how fast people eat and drink in competitions. These committees track the official record for their area of competition, and Guiness Book of World Records collects all the data and put them in books. You want to contact Guiness if you have something unique.
