You should plant them now, but as for starting for seeds, I would not. I would search out an actual plant or get a root from one of your neighbors. It will take approx 1-3 years to bloom.

All peonies can be raised from seeds.However not all varieties come true. Sow during September in pots filled with special soil for seedlings.Keep in a cold frame over winter. When the plants are large enough the following May set out in a nursery bed where they stay for three or four years before planting them in permanent locations between September and March.Plants can also be divided and replanted in September.Cut crowns with sharp knife. Care must be taken that each piece has roots and dormant buds.

Good luck with seeds. I've never heard of anyone doing it. Plant the tubors now or keep dry and cool and plant in spring. Be careful not to plant too deep or they will NOT bloom. They like to be shallow and will bloom if they are planted that way. Feed with bone meal every other year and plan on staking because the blooms are so big and heavy when they have bone meal that they can't stay upright.

Peonies don't have seeds! They spread by roots, so divide them carefully at this time of year and ONLY this time of year. Plant them shallow, or they won't grow.
