Most local police departments have a list of womens shelters and organizations that refurbish phones for battered women. You might want to call them on the business line (in your phone book, NOT 911) and ask them.

Try your local police. They use them by giving them to battered or abused women, so that they can directly call 911, when in danger. You can also get a tax deduction for each phone.
