Generally speaking people want to know how much it is going to cost, if you make more than them, or they are looking for a way to talk themselves out of hiring you. Especially if they never had a cleaner before.
Price for me is not an obstacle. I am a professional cleaner and for the most part are always completely booked. I am also one of the most expensive cleaners in this area. So how do I do it? I ignore the question until I find out what I want to know first. Only after I determine if I want to clean for them then I always quote by the hour. If I am not interested I just thank them for calling and wish them well on their endeavor to find a suitable cleaner.

Because buyers are liars- if you've ever worked retail you know this.
People will come on a car lot, and be all nice and sweet, you run their credit and its so bad they can't buy a used car with CASH
People come in, mean as hell, and you run their credit and its a perfect 830 out of 830.
And people don't want to waste time with a face to face on an estimate when they can do it by phone

if i were to want services, i would expect the estimate up front. if a company charge by the hourly rate, then i would be more open to using the company. i would not want any surprises. many companies quote a fee, and then they come to your home and raise it up and that is not good business

Maybe for same reason they invented price tags. If you said concrete estimate might agree with your point, but way stated seem obvious.
