Yes: the smaller corporate jet was ordered by the ATC to drop down 1000 feet to clear commercial jet, but order was either ignored or refused. The smaller jet was able to fly back to local airfield, where the authorities confiscated the pilot's passports pending an investigation. Said pilots are in deeep do-do.
- To add in passing, aircraft flying east-west fly in odd-numbered altitudes, those flying north-south fly within even-numbered altitudes to avoid such incidents. (I may have the positions reversed) in most cases, the ATC assigns altitudes.

While inside controlled air space, aircraft are told what altitude they have to fly at. Planes flying east would be given one altitude and planes flying in other directions would be given different altitudes. If they fly higher or lower, they could collide with intersecting traffic. Which is what happened here.
