I agree with Seraphim. She knows what she is talking about. The only thing I have to add to that great answer is this - If you were ready for this experience, you wouldn't have to ask about it.
Simply asking this question is proof that you are not sure of it. if you are not sure of it you SHOULD NOT be doing it.

I think its fine if you are fingering yourself - it's good to get to know your own body and what feels good, but that is _way_ too young to be engaging in such activity with another person - you're not ready for the consequences of sex yet, and that kind of sexual behaviour isn't far off it. It's illegal for you to have sex while you are under the age of 16 - your partner can get a criminal record for it - and sexual offences against children is not something you want on your record.
