Teddy Roosevelt. No Question about it.
He solved the anthracite coal strike of 1902 before it became a major issue. He was largely responsible for the Panama Canal being built. He was a staunch conservationist. He worked to bring down the trusts that were tearing America apart, and many of the programs he pushed through congress are still helping people today (despite the modern republicans attempts to dismantle them)

I'd like to know what the heck Clinton actually did in office to be the "best ever" according to so many ignorant posters. I'd say Clinton was about as good as Calvin Coolidge.
Best ever? That's the realm of the Lincoln, Jefferson, and FDR (and that comes from a small government conservative). Not a do nothing, slick talking, scandelous ******.

I'd go with Abraham Lincoln.
If you study him you will learn he actually was honest, brilliant, and personable.
He was president during the most horrible war our country has encountered so far and he remains largely an un-controversial figure after the test of time.
He had enormous integrity, the most important thing in an elected official. And he was very smart, one of the other good things to have in an elected official.
