It is not a myth, it is an expression. It means that when you wait for something, it will never come, so don't sit and pine away for things. Kinda like a watched clock never moves.

I don't know, but have you ever tried it? the damn thing never boils!! I think they are trying to tell you to be patient, tho, I have none at times.

I don't think they mean it literally. It's like trying to watch a clock move. It's moving, but too slowly for you to notice it.
