You may be referring to the 1994 HBO release "Fatherland", starring Rutger Hauer. It is set in 1964, a "what if" Hitler had won WWII. Germania (Europe) would like a peace treaty with the U.S. and borders become open to journalists in an attempt to get the U.S. to become an ally against Russia. Miranda Richardson plays the journalist who helps uncover the "Final Solution". Hope this is the movie you are looking for.
