First I wash my face and pat it dry (Aveeno face wash).
I apply a light moisturizer on my face (olay face cream), especially around they eye are as that tends to dry up the most throughout the day.
Wait about five minutes so your makeup isn't oily when you apply it.
I start with an all in one foundation (made by BENEfit called Boing, you can buy it for 18.00 at macy's). You don't need to apply too much and it gives you a light clean coverage alloer your face.
After that, I use a neutral shadow allover my eyelids as a base (any beige tone should do).
Next I use a pretty color like blue or green or purple to lightly brush next to the upper eyelid. This makes your eyeliner pop.
I like using a liquid eyeliner, also by BENEfit (called babe Cake). I found they are easier on your skin and more manageable than pencil liners.
Use a black mascara like Lancome's Definicils on both upper and lower lashes, applying a couple of coats.
Almost done...
Using a big blush brush, apply your favorite powder blush. (Mine is any color by Lancome).
Last thing is a little lip gloss and you're done.
I know it sounds like a long proccess, but it isn't. Once you're done, your face will look beautiful...kindda natural with a burst of color coming from your eyes. if you're afraid of color, then you can follow all the steps except for the second eye shadow. And if you want to glam it up, then apply a couple extra coats of mascara and make your blush a bit redder.
By the way, that fish thing someone else said only work if you have narrow facial features. I would suggest that you just brush upwards a couple times.

First and foremost wash your face with cleanser and use toner and moisturizer(if u have dry skin). After face has absorb moisturizer, i check to see if i have any blemish, redness etc. I take my Physicians green base/tan base concealer, then I use my L'oreal 16 hr. foundation with brush over entire face including lids of eyes. Once dry, I take my powder to set this. I start with my eyes with an all over base color like tan or pink, then I use another color over entire lid almost up to brow, then i use the other color over just lids. Take brush to set and start with eyeliner over brow(have jet black brows), and over lid and under eyes. Get mascara and brush a couple of times. Sometimes i use a blush( I'm black; caramel color doesn't mean most don't but not all the time i do), Then I put a lib balm on lips to soften them then I use a lip pencil, even with my lip gloss. Blot and go. Sometimes i take my time but u should have your routine together to do it 20 min. or less.

I open my obnoxiously well-arranged makeup drawer and
rub in the Oil of Olay moisturizer
swirl, tap, buff on the BE foundation
swirl, tap buff on the BE radiance dujour (optional)
swirl, tap buff on the BE blush
swirl, tap buff on the BE shadow (optional, could be two!)
Swirl, line my eyes with BE liner
swirl, tap buff on the mineral veil
Flick on some brushless BE mascara
smear on some 8-hr lipstick
cover the 8-hr lipstic with burt's bees shimmer
close drawer
leave
3 minutes. done

You did not say what skin type or what shade is your skin. The green base may be off for light skin.
