I've already given you the correct answer on a "productive resource". Short and accurate! As for nuclear equipment, large countries like China think they need it. The US and Russia are the other two with that attitude.

China has a history of fearing dependency on foreigners. At times in China's past the country was almost closed to the outside world. Then it was forcibly opened by Europan military power. After the Communists took over in 1949, it was closed again to, er, protect the people from anti-communist influences. Since 1978 it has been economically opened up a good deal (selectively, with the Communist Party doing the selecting). But the attitude that what is strategically important must be produced domestically remains. China is a huge country and understandably thinks it can produce anything at home if it puts its mind to it.

Just as well. US dependence on foreign oil is one of the reasons (in many people's opinion) why the US acts imperialistically in SW Asia. I wouldn't want a big power like China or the US to be dependent on something my country produces.
