what is the exact definition of a postsecondary program?

is it just any college that you go to after high school?

No, a postsecondary "program" would be any post-high school training course, including college. But it could also be cooking school, beautician licensing, etc.

P.S. I don't think it's a dumb question. ;-)

That could be true, but so is a program for high school students taking classes at a college. Both my sons did that while in high school. They took one class at the high school in 11th and 12th grade, and all their other classes at the local community college.
They graduated from high school and received their associate degrees at the same time. The program is called PSEO, or Post-Secondary Education Opportunity.

Post secondary can be college or community college or trade school.
