First of all, you need a durable can with handles you can insert a rope through -- galvanized can is good. Tightly tie the lid on with a rope over the lid from handle to handle. Even if the racoon tips the can over, the lid should stay on.
Racoons are very clever and can learn how to use their dexterous fingers to manipulate human things.
Before I figured out the cause of the problem, I would get up in the morning ready to go to work and see the can open or tipped over, garbage bags torn & food scraps spilled on the lawn or walkway in the backyard. If racoons do manage to tip the garbage over, just get a dust pan and rake to pick up the stuff & throw it back in the can.

Make sure they can't smell your garbage. That means bagging it tightly and putting it into cans with tight lids.
Moth balls scattered around the garbage area might help as they already know it as a food source. If you live near a zoo, ask for some bear or tiger poop to scatter around.

Sounds brutal, but pepper spray works. Spray in on or around the garbage container (obviously not anywhere you might handle the garbage container). I used it on my trees, and they haven't come back since.

NOW IF YOU DO NOT WANNA GO TOTHAT TROUBLE YOU MIGHT WANNA INVEST IN AN ELECT FENCE CHARGER AND PUT THE CHARGET TO WIRE AROUND THE CAN. YOU KNOW LIKE MAKE A FENCE OUT OF THE WIRE AND HOOK UP THE CHARGER TO IT.
