Most harmful bacteria will not survive in shampoos, especially after only 3 weeks. You should discard unused cosmetics and lotions every 6 months.

Why are you worrying about this? Don't trust everything you hear or read. Bacteria is everywhere and many are beneficial.

If you touch any of those products with your fingers, even a little, you have contaminated....pour these products into your hand with out touching what you don't need...and remember, the air itself will allow bacteria to get in, so close that lid fast......

There are airborn germs that can go into your personal hygiene products and contaminate them so throw them away after two weeks.
