If you look in the manual that came with your wireless router there should be information about how to log into your router to perform administrative activities (such as setting the name of your network and assigning a WEP key). Most routers also a feature available via this administrative / settings area to see who is connected to the wireless network.
If you were to able to specify exactly what wireless router you are using, a more specific answer can probably be provided.

I agree, you have to have adminstrative access to the wireless access point/network. With that, there are a host of tools you can use native to Windows that will let you see who's using it (as the others have described), but they will not tell you what they're doing. There are programs, such as Surfcontrol, that let you actually monitor what each person/computer is doing. Where they go on the internet, what they download, etc. All without their knowledge. You can even restrict access to individuals, groups, or everyone. We set this up for corporate clients all the time.

You need administrative access over the wireless access point/router in your dorm to know that. Once you log in to your dorm's wireless DHCP server, you will get an option to check the current connections with their IP and MAC addresses.
