Conect the iPod to the computer. When in iTunes, right-click the song, songs or albums you want to add a picture to and choose 'Get Info'. Then paste or drag the photo of the song or album in the artwork tab. Then click 'OK'.

use iTunes (and only iTunes), which comes with troubles. Reconsider before buying iPods, there's many better mp3 players out there.
