If the classes are cheap at least see if they teach well and not teach cheap also. If you want to dance, get good training! It can be really sad to take classes, work really hard, and then find out that you were taught wrong! I'm not saying cheap classes are always bad, but you do get what you pay for most of the time in the dance world! Call around to different dance studios and ask any questions you have. Someone will have what your looking for!

If dance lessons are cheap, you have a bad place. Most of the time the pricing has good reason, because you are learning your best. If it isn't expensive I would worry. You aren't going not get all you need to learn from cheap lessons. You aren't off the Internet either, but you can search whatever you want online, there are many sites dedicated to steps and teaching people how to dance, free of charge.
Google or Yahoo.

You can try www.ballroomdancers.com for ballroom and Latin steps. But, like Dancing Surgeon pointed out, you won't be able to learn well from cheap/free lessons.
You can try local community colleges for cheaper lessons. But those won't get you past beginner level. If you go to them and feel you are not progressing - that's not you, that's the quality of classes.
There are 2 types of free/cheap lessons that I know. One is where people like to dance and like to teach, but in most cases cannot devote too much time to it to be a professional teacher. Or, they call themselves a professional, but noone wants to pay them because they can't dance. Usually, it is the beginner class. Example of a typical "good" free class : my friend was running a class when she was pregnant and couldn't dance professionally. Once the baby was pretty close to be born, she naturally closed the class down. When the baby is grown enough, she'll be back to dancing professionally and the class will never resume. Her former students went off to take other dance classes. The other type is a free introduction to a series of classes. I.e. you get one lesson for free and you are welcome to join the 10-lesson series if you liked the free class. You can go to those, but you won't get much out of it.
Your best bet is starting out at a local community college, but don't stay with those classes for too long - they won't teach you. Go to that website I gave you and check for local dance studios - they are listed by ZIP code.
People who say "Oh, I've been taking dance classes for 5 years, it is so frustrating blah blah blah howcome I'm not getting any better at it, maybe I suck at it." makes me want to say "try a better studio/instructor".
