It does sound a bit strange, but governments do strange things and get away with them if no one challenges them.

Get a lawyer.

I'd want to know why anyone needs a curb in their back yard in the first place, but that would be just a matter of curiosity.

I'd want to see the city ordinance that gives whoever ordered the work the authority to do so, and see the state law that allows them to pass such an ordinance, and whether they have complied with all the requirements to have such work done on private property. The price seems a bit high to me, so my inclination is that even if they complied with all the rules to do what they did, you need new city government.

boom, your property just increased in value by 5000 dollars your property taxes won't go up because the city saves money because they have solved the water runoff problem. i have a pile of money 1 foot high....oh no it is only 6 inches because I thought there would be a tax cut and i just caught up by making an estimated tax payment... now it is a half an inch because i have to make extra repairs on my five year old car because now i can't afford a new one. wait a second, i have a pile of money two feet high because I really can do without the luxury of a brand new car for a couple of years... did I make my point for free or do you want to pay me to show you how to save money???

Get a lawyer to look at it. Generally if a city wants to improve property it has an easement on, it has to bear the cost. Also, since it is the city charging you, tell them it is an illegal tax and see what they say about it.

You can dispute it.....but the city will probably win anyway. They'll just say why should everyone else have to pay and not you ?
