DVD disks are divided into six regions depending on where you buy them and encoded to only play in that particular region's DVD players. For example Europe and the UK are region 2, America and Canada are region 1. When you buy a DVD player in the UK it will only play region 2 discs.
This is because DVD films are generally released at different times in different countries and the manufacturers do not want you importing your films from another country before they go on sale in your region.
A lot of companies now sell multi-region DVD players. This simply means that the player is capable of playing discs from anywhere in the world and not just from the region in which you bought the player. Some players will do this straight from the box (usually the cheaper brands), some may have to be chipped which will be done for you if the player is being sold as multi region, while others may require you to enter a remote control "hack" to change the settings to multi region. The company who sell you the player should be able to give you the hack.
If you already have a DVD player, there are lots of websites that will give you information on hacks and whether your player can be hacked or not. There are also lots of companies who will chip your player for you if it cannot be hacked.
Region 0 discs are discs that have not been encoded and will play on any DVD player anywhere in the world.
In answer to your question unless you bought your dvd player in the USA or it is a multi region player then it will not play discs from the USA.
For available hacks try dvdactive.com though do your research as some players can only be changed a limited number of times.
Hope this helps.

DVD makers divided the world into regions and the DVDs of each region could not be played on a machine that was not of the same region.
So a multiy regional disk can be played anywhere, and a multi region disc player will play discs from any region . i hope that answers it for you

Region 0 works in every machine or you can buy a region free machine on line and it will play everything. If you want your playstation to be region free you will have to have it altered. You can find how to do this on line. Your computer should play other regions but you will have to change the region reader back when you are done.
