Election laws vary from state to state. Here is a section of Tennessee election law regarding residency:

Tennessee election laws do not require that a qualified voter live in a building in order to register to vote. However, a homeless person must give a description of the location of his habitation which is sufficient for the registrar to determine the voter’s precinct, as voters may vote only in the precincts in which they reside. T.C.A. 2-2-122.

If a homeless person attempts to register by mail, the person should provide a mailing address at which mail may be received. The commission is required to mail registration cards to mailing addresses shown on by-mail applications. If the card is returned undeliverable, after two mailing attempts the registration becomes void. T.C.A. 2-2-115.

In addition, a homeless person should keep the commission office apprised of a current mailing address that is regularly checked. For example, a homeless voter may be able to use a shelter as a mailing address. Another option is to use General Delivery as a mailing address. T.C.A. 2-2-106.

Check with your local election office for the law in your state.

Most people with no permanent address have some address - for instance a friend whose floor they are staying on or a hostel for the homeless. As people have already replied, electoral registration officers in the United Kingdom have even accepted a park bench or doorway in which somebody regularly sleeps.

The people at your local town hall will advise you - go to the entrance and you will be directed on to the counter for the people who do the electoral registration. And the local library will tell you where the town hall is if necessary.

Wanting to vote is not the only, or the most important, reason why you need some sort of address. You need an address for various financial reasons like having a bank account. But perhaps most of all you will need an address to register with a doctor or to get a job.

There are various places where you can get help if you are really homeless - for instance the Salvation Army or perhaps the local base for "Big Issue" if you are in a town. Or you could seek help from the Citizens Advice Bureau. Again, the library will have information from which you can pick where to go.

Of course, a few people are "on the run" for various reasons, but then they probably wouldn't be advised to turn up to vote either!

You need to be in one place for at least 30 days to vote. (I think) but if you have your mail delivered to a family members house then use that address

If you ask someone you know to add you to their list of residents of the voting eligibity form that every household gets I'm sure it'll be fine. When the polling cards arrive, just pick you're one up and go to the polling station.

Change some body's address to your name (this can be dome at the Post Office) then go to the address and call the police on the person's living there when you go to court show them the papers that show you live there then there you have it your own address!!!

If you are resident in the UK, there are a number of councils that will register you using a doorstop. My advice would be to consult the Electoral Commission website and see what they say.

use an accomodation address like the homeless who claim the dole.
