God lord, NO.

But it will kill everything that grows round the stump. It might, possibly, stop new growth from the roots of the stump, but this depends on how large the original tree was -- on large trees the root tips are way out at the circumference of the branches (the drip circle), and so they are not likely to absorb the salt unless you use heaps.

there are a number of ways to remove stumps -- you can rent a stump-puller, or use a winch, there are mechanisms to grind up a stump as well. You can also buy a compound which you put in holes drilled into the stumps -- it supposedly speed decomposition.

An old method was to wait a couple of years fro the wood to dry, then drill a few holes vertically down into the wood, pour in some kerosene and set it alight. This is, likely, illegal in many places these days.

A stump is already dead. All you would end up doing is killing surrounding vegitation. Rent a stump grinder like suggested. you could use a chain saw but it will take forever and kill your blade.
