Specifically, how do they obtain JUST the vocal track for a song?

...or if they don't, can they somehow separate the artist's voice from the original music?

The Artist or Label can provide the Re-mixer with the base vocal track. The Re-mixer works in Rhythm, Bass-lines, Keyboards, and Samples. This process is done using software (ie; Pro-Tools, Cu-Base, etc.) and the instruments of course...DJAM

A record producer or audio engineer uses audio mixing to alter the original tracks of a song, adding or subtracting elements, changing the relative frequency, volume, length, or almost any other aspect of the various musical components.

With the availability to obtain just the singers vocals during recording, a record producer can then sell, alter on his or her own, or have a audio engineer remix the song.
