because its an agitator not a spinner, so obviously it agitates instead of spins

Because if you had ever watched a person wash clothes the old fashion way,like in a river, they are rubbing,but most importantly they are beating the clothes against a rock. The manufacturers realized this is the most effective way to clean clothes.Therefore the agitator is designed to(as close as possible) immitate the same action as washing in a river....By thrashing the clothes into the agitator ribs or blades.

It gives the machine better cleaning capabilities with the act of agitating rather than just turning the water and clothing in circles

It is the agitation that gets the dirt out of clothes. If you simply spun it around in a 360 degree circle, most of the dirt would stay right where it was.

If it spun 360º then it wouldn't be an agitator. Agitating the clothes gets them cleaner. If it spun 360º the clothes would be clumped together, smashed around the sides and would never get clean.

HEY, THAT'S A REALLY GOOD QUESTION MY HUSBAND COULD ANSWER IF HE WAS HOME. SOME WASHERS, DON'T EVEN HAVE AGITATORS. PROBABLY HAS SOMETIME TO DO WITH THE WAY THEY'RE MADE AND THEY CAN'T GO ALL THE WAY AROUND.
