I have a weird theory. When boobs grow it hurts. Girls tend to press them with something (a piece of clothing, etc) to relieve the pain. It in turn prevent its natural growth. If you let it, it will grow to a good size.

I got this idea from Chinese traditional shoes for girls. The shoes are too small, it cause the leg stop growing to its intended size.
