I guess your in Britain where insurance seems to be a killer. There isn much you can do to VTR 250 cheap and easy. You could try and fit exhaust cans from VFR400 which are larger volume (knocking out baffles makes more noise but looses performance) You will have great fun rejetting carbs to make any mods work right.
I havnt worked on one since 1988 so can remeber what the max bore is but you can reliner and get closer to 400cc as the block is pretty thick. Best bet is to either sell it for something bigger or get a used engine from breakers and rebuild that. Its already about as fast as stock 883 harley and about 300lbs lighter.

is this a collector's bike for you, or what? Are you trying to keep a sentimental item?
if you really want to plunk down hard earned coin on this thing, you already gave the answers: yes a K&N filter might help, re-jet and pipe, (rebore the cylinders and throw in nitride hardened bigger pistons, etc. might also help)
But if you do all of those things, you might want to start by checking all the gaskets before you blow it up.

its never gonna be fast as hell, you may get a few like 2 HPs with a jet kit and a pipe. You'd be better off selling and buying a better faster platform.
trade it for a harley? he said he wanted it fast.

Have you tried strapping a couple of JATO's to it, Then it will be fast as he@# and make a wonderful sound. It will be really good for drag racing.
