What are the "Baby Doe" regulations?

I'm looking for non- biased information about the Baby Doe regulations. I would like to know what restrictions are currently in place via them and any other information availible.

If you strip away all the complexities, the courts ruled that parents have a legal right to deliberately cause their children's death provided that two conditions are met: 1. The child must be a newborn baby; and 2. The child must be handicapped.

Having a child that will face a lifetime of intense care is very rough on everyone involved. My heart goes out to anyone that might have to face that with their own child.
