Right click on the Taskbar. If the "Lock the Taskbar" has a
check mark, uncheckmark it! now left click on the Taskbar and drag your Taskbar to the bottom of the screen (just like dragging an icon).
Now you can Lock your Taskbar or left it Unlocked. if you don't want this to happen again, better to Lock it by putting a check mark in the left of "Lock the Taskbar".

put your cursor over a bare spot on the task bar and hold down the left mouse button while dragging the bar back to the bottom.

Left click on the tool bar and keep pressing while dragging the pointer to the new location you want (bottom)

i ve did that b4 by task bar you mean the start bar? click on it hard and move the mouse to the bottom i just did it. hope i can help! if not i'm sorry you will figure it out dont worry!

make sure the task bar is unlocked, click the task bar, and while your holding the mouse down, move the mouse down to the bottem of the screen

Try pressing the refresh button. It is the one with the two arrows that are green that go in the same directions on a piece of paper.

All you have to do is left click on it and drag it back to the bottom of your screen. Easy fix.

Clickon the taskbar and hold the mouse button down. Now drag the taskbar back to where you want it to be - easy :-)
