Please check out Loren Pope's little book, "Colleges that Change Lives". It's just what you're looking for. Not all of the 40 schools he talks about will work for you, but some of them will.
I'm sure others will tell you to start at a community college (ie, 2-year school), and if that goes well, then to transfer to a 4-year school to finish. That would work, too, but check out the book first.

Try a Junior or Community College for a couple of years, then transfer to a major college once you find out that you can be successful.

Your GPA isn't so hot, but your SAT scores are fine.
I'd go for a local university or community college (but I'm no expert).

there are plenty of colleges you can get into. i'm not sure what state your in, but try some of the state schools...of course community colleges, and there are tons of private colleges that will accept you as well. not sure what year your in, but taking college level courses is a plus, AP and IB classes help as well. you can go to community college if your want..the sky is the limit, so don't limit yourself w/your g.p.a. there are plenty of schools out there waiting just for you.

It won't be Harvard, but try a state college or university. Also important are your extracurricular activities, jobs, and charitable acts. Good luck!
