Go to Virbac Animal Health's website. Here is a link to a product called Maracyn-2 (it's a broad spectrum Antibiotic for taking care of Cloudy-Eye).

go to your local pet shop (avoid big box stores) and get some fungus medication. after you have followed the direction (and it is cleared up) do a 25% water change and change the carbon. fungus is usually do to poor water conditions. monthly water changes (25%) and care when feeding can stop it from reoccurring.

your fish probably has an eye fungus, you can ask the pet store manager for special medicated eyedrops that you drop in the tank as directed

got to petco and they have these medicine tablets that u just put into the filter and it clears it right up (the same thing happened to my fish)
