Can we trust the system to be truthfull with the backround of Democrat's seeking to regain control of the house and Republicans desperate to retain control ways heavily in the current scandal involving Republican Congressman Foley? Is any investigation going to be tainted by bias and partisan politics. Is an independent counsel more apporopriate..Grand Jury?

Unfortunetly i think you right, on the Grand Jury at least. I have a hard time believing even an independent council would work, because its still made of people trying to save their own butts and their parties'. 9/11 commision was "independent" although even now we're finding out more and more how that was flawed and influenced.

By definition, it can't.

In any investigation committee, members of the investigated party's own partisans will be accused of sheltering them, while those of opposing parties will be accused of deliberately trying to charge the accused.

Only independant instances (and good luck finding any in a country with bipartisdan politics) can investigate political cases.

Yes, but it won't ,because it is a self-propegating phenomenah that re-elects itself without approval of anyone but itself.
