I have a 'normal' 3 bed semidetached victorian house and am considering ways to save some money on heating but realistically how much can I expect to save in a year? How much per window?

You will save a lot of money with double glazed windows.
i cannot begin to estimate your total savings because I have not reviewed your total home electric consumption.
For example: The change in windows will have little effect upon your electric water heater, electric washer and dryer, toaster oven, microwave oven, refrigerator and freezer, computer, television, and radio power consumption. The primary benefit will be found in the reduced cost of heating and air conditioning your home.
So, what you should do is determine the amperage hours those units consume in winter and in summer. We could estimate a savings of twenty percent on that power consumption if you have adequate insulation installed and the cracks around windows and doors properly sealed with caulk and weather sealing strips.

The size of your home is important to consider in any calculations like this. Then you must identify the size and model of your heating - air conditioning units so that someone can attempt to look up their power consumption.
Alternatively, an electrician could hook an AC Ammeter into the power line feeding that equipment and get a measurement of the commercial power being consumed.

With the little information you provided, that is the best I can do for you right now.

you're not going to add a second pane are you? That sounds kind of scary. Replacing the entire windows with modern energy efficient windows is the way to go, and will save you the cost of the windows in 5 years or less..

Ask the salesman and then figure half of that. Good windows do make a big difference. Make sure you get a good contractor to do the work if you have someone else do it.
