If you draw then why not create your own graphic novel and find a publisher (or self publish an on line version) you'll never get an animation company to bet on your unpublished work so make friends with animation students and maybe your story could be their final project.

I used to work at an animation studio that did many big name animated films for DW and WB as well as TV Shows and they rarely took on an unknown project unless they developed it themselves.

depends on your budget. You can hire an artist for a GN, or an animator/studio for a movie.

If you lack that capital, you have to pitch it to an existing company.
