First is to find and repair the leak. If you have the popcorn or the knockdown type acoustic application, before painting the whole ceiling, you may try getting a spray bottle and filling it with bleach. Cover any flooring or furniture, just in case, and spray the stain with the bleach just enough to get the spot wet but not over soaked. After it dries, you can usually not tell where the stain was at.

I have to guess that you want to cover a stain. First stop the leak. Once you are sure that it is no longer leaking buy a can of white shellac (small can). Cover the stain with the shellac. After a couple of days use ordinary ceiling paint. the shellac covers the stain and stops it from bleeding through the new paint. If you have holes or part of the ceiling is coming down your best bet is a contractor as there most likely is a lot of hidden damage that will need to be taken care of as well.

Forget the ceiling repair until the source of the leak has been repaired. Then repair ceiling.

Depending on how much damage you have, and if the leak is no longer a problem, a can of cheap white spray paint will cover a stain Usually a couple of coats of paint and your done.
If you have an area where sheetrock is dropping down or has fallen, it's a lot more complicated and I'm not sure if I could find a way to exxplain it all here.
