If a state is outside of the contiguos United Sates, what does this mean?

It's not attached to the rest of the states - this would refer to Alaska or Hawaii.

Did you mean continental United states? If so it would be Alaska & Hawaii.

Hawaii i most obvious, and some list Alaska as not in continental USA.

Contiguous means connected or continuous. So if a state is not contiguous then it is not directly attached to the main body of states.
