Make the divisor a whole number by moving the decimal to the end of the number, and then moving the decimal in the dividend an equal number of spaces to the right, adding zeroes if necessary.
Ex: 456.3 / 14.34 = 45630 / 1434
or
456.55 / 12.5 = 4565.5 / 125

Ok, get ready!
Say Erin has a peice of wood for shop class. It is 25 feet long. She needs it cut into 0.5 foot peices. How many peices will she have?
0.5 is a decimal. Can't divde. Yet.
Multiply it by a power of ten, making it a whole number.
So, 0.5*10=5.
But do the same to the dividend. Then divide.

you can multiply the numerator and denominator by a factor of 10 to get rid of (at least) one of the decimals
.34 / .23 x 100 / 100 = 34 / 23
