Of course that is wrong. First of all, it was forced. That is terrible, especially for a young girl. The boy is obviously either sexually frustrated or abused himself. He has some kind of syndrome or psychosis that lets him think that is ok. Punishment should not be cruel, but he should be told and made it understood that what he did is not ok, in any situation. Though punishment should be given. Counseling is a must for the boy. A screw is loose, either from too little parenting or the wrong kind. The little girl, if she is an innocent victim, should also seek counseling, or someone to talk about it too. Because she is young, prepubescent, the trauma can be overcome after a while. The crime could be called rape, i suppose, but it might be something different because both of the persons in question are under 18. And if the boy lives with or near the little girl, that should end, either he go or she does. Keeping them together enough that she sees him once or more a week would greatly set back any type of mental healing the girl could attain.

The forcing of sex is a terrible crime. It is both violence and sexual deviance (since deviance involves compulsion).
The young girl should be accorded therapy and counseling. The cost of such damages should be paid out of a victim's fund (most states have one available to compensate victims of crimes where there is no possibility for financial recompense), although if negligence is found on the part of the boy's parents (ie, the assault happened at home while the boy's parents were present) the costs of recovery should be assigned in addition to any other punishment.
Now that I've had a second to think, the boy needs both punishment and counseling. His education should continue but in a highly disciplined boot-camp environment (Illinois has met with great success in such programs). Therapy and counseling to remediate his violent behavior and encourage an experience of remorse should ensue.

It still called rape..however laws these days dont act upon any child under the age of 15 i believe it may be younger..But honestly i believe that the boy should be punished as any other..sent to a camp or a juvy..as far as the girl goes she is a victim there for should be taken to the hospital to be looked at as any normal situation of the sort.But she should see a professional to help her relize and understand what really happened and why

If the girl had not been forced, it would be "Statutory Rape"
The girl needs to be removed from the home with inadequate supervision, and given psychological counselling.
The boy needs to have his testicles removed, and spend the rest of his life singing soprano for Bubba in the State Penitentary.

It is rape. Anytime ANYONE forces themselves on another to have sex, it is rape. At that age both need counseling, Child Protective Services notified and possibly other legal action if this is a repeat offender.

um...i'd call it rape.
however, since he is not of adult age, he may be tried as a minor, not an adult. he should go to some kind of juvenile hall, because he has committed a crime. should not be able to go to normal school. good luck!
