Local government (your town hall or city hall) does not issue White Papers, it is national government (Whitehall) that does. White Papers are pre-legislation consultation documents on specific areas of policy, and they are available for comment from interested parties until a specified closing date. A White Paper on some aspect of local government (e.g. sources of finance, extension/limitation of powers etc.) is possible - maybe that is what you mean.

A 'White Paper' is a (UK national) government final draft of new legislation which is put before parliament. A 'Local Government White Paper' would be proposed legislation affecting the working of local government.
