it is to make the nail polish smoother so when you put it on your nails it won't have little lumps in them or when you don't use the nail polish for a while, you need to shake it to bring it back together thats what they are used for

well, not all nail polish has the little metal balls anymore. There is no need for the tiny size nail polish. They are put in there so that the nail polish gets all mixed up before you open and put the nail polish on. You have to shake it shake it shake it. They are steel but very small.
