I would go up to my friend and hand them the classifieds with some jobs circled and then would let them know what days they have job interviews for the jobs I have picked. If my friend won't take the initiative then I will.

Are you supporting her? If not, I'd say just don't say anythinig, it's her life. If you are then, I'd sit down with her and just tell her, you can't afford to be taking care of her, especially when she won't work.
