does the fan need to be oiled

I have a harbour breeze fan with the same exact problem. The bearings are supposed to be sealed on them (meaning you dont have to oil). I know I have mine wired right.

No oil, the motors on ceiling fans of recent manufacture are lubricated, then sealed, so that no further lubrication required.

For an approximate guage of proper speed, go to your local big box (I think Lowes sells Harbor Breeze) and observe how fast the display model of the identical fan rotates. If you can notice a difference, and you fan is newly installed, ask to trade.

Other possible factor is if you have a wall mounted rheostat switch to control speed, unless it is specifically designed for fan speed control, the fan doesn't operate well with such a switch, makes noise too.

I believe the motors on all ceiling fans are "sealed" and require no oil.

The ceiling fan does require oiling. If you are sure it is on high speed, is the switch a switch or a dimmer? If it is a dimmer be sure it is set to fastest.

Check your voltage going in, and check your wire connections to see if you have them hooked up right.
If that doesn't work, you could have a faulty winding, but the odds are slim.
