You say telly, which leads me to think you might be a Brit. If so this may not apply to you. Your tv being somewhat new should have a built in circuit breaker to protect against power surges.
Now which might not apply to you. Recollect the time it happened and call your power company. If it matches their record (they usually won't lie) they will pay for your tv, I mean telly.

Yes.
I used to work on behalf of insurance companies assessing contents damage to electronic items and I've seen my share of damaged TV's due to powersurges or lightning. Even if you use a power bar or surge protector, if the surge or strike was big enough, I could have passed right through to your tv. Alternatively, the surge (if it was caused by lightning) could have come in through your cable line.
So in a nutshell, the answer is yes.

Oh yes! that will fry a circuit board in no time.
Always place a good surge protector on the tv's computers and anything else like a stereo.

The TV is gone. The next TV you buy, invest in a surge protector. This will help keep the life of your television.

It could have suffered some damage internally, but first check the fuse in the plug and make sure that the socket is working. There may be a protection fuse inside the tv, but thats a job for the engineer. If you can't solve it write to the electricity supply company, they will deny it of course. You could also contact your insurance company. Check the TV's warranty it may be extended to 2 or poss 5 years??

Yes, a power surge is when your circuit allows more power to get to a device. To much is not a good thing when it comes to electrical appliances. You should always use surge protection on tv's, stereo equipment and especially any computer devices.
