Can Irma(the comic book version)use the moisture from the air to create a water blast.

I dont know so much about the W.i.t.c.h. series ...but generally speaking most comic book heroes can use any source of moisture to create / use their water powers.

No. It is also stated in Wikipedia that one of the differences from the show and the book is that Irma, in theory, can pull water out of thin air in the show but, she cannot pull out water out of air in the book.

"In the books, Irma is unable to animate water from thin air; stating: "I can't just wring the stuff out of thin air". In the show, however, she can draw it out of the air (theoretically from the humidity)."
