The potential number of Green card approval is based on a quota assigned to each country by category. I'm not sure what you mean by retrogressing. If you mean that the number allocated for your country has decreased, that has to do with US governments decision based on assessing the need for your home country. i.e. if a country is deem to need skilled worker, then the quota could be lower.
