The UK general election is when all people so entitled can cast a single vote for a candidate in the electoral constituency in which they reside. Those who can vote are over 18 years of age and Britons or citizens of the Commonwealth and the Republic of Ireland who are resident in the UK. Those who are ineligible to vote include members of the armed forces, prisoners and the insane. The candidate that receives more votes than any other single candidate in that same constituency is elected as Member of Parliament (MP). Conventionally the leader of the party with most elected MPs visits the Queen to seek her consent to form the next government and be Prime Minister. General elections take place on Thursdays no later than five years after the last election. The Prime Minister can choose when to have the election, and in recent years they have occurred roughly every four years, but in 1974 there were two general elections.

A general Election is part of the political constitution of, for instance, the UK. The party in government is obliged by law to hold a General Election after 5 Years (I think) and all the Members of Parliament have to stand for election again. This is the opportunity for the electorate to change or continue with the government.
A By-Election is an election for a single seat in the House of Commons caused by that MP ceasing to able to represent the constituency. You could make a career out of this subject if you really wanted to.....

If you mean what is the general election then;
Within every 5 years the Prime Minister is required to ask the Queen to dissolve Parliament. When this happens every single M.P. is effectively sacked, even though we still think of them as politicians during the time between the dissolution of parliament and the reopening they aren't technically M.P.s
Each member of parliament must return to their constituency where the residents of that area may vote for who they wish to represent their area in parliament. If a political party gains enough seats to form a majority in parliament then it will become the governing party.
